What is Wyoming Medicaid?
Wyoming Medicaid is administered by the Wyoming Department of Health, Healthcare Financing Division. Wyoming is one of the smallest Medicaid programs in the country by enrollment — approximately 80,000 Wyomingites are enrolled, reflecting both the state's small population and its non-expansion status.
Wyoming operates Medicaid on a fee-for-service basis. There is no statewide managed care organization requirement. WYhealth is Wyoming Medicaid's voluntary care management program for members with complex needs — it provides coordination support rather than managed care plan enrollment.
Wyoming's Medicaid program is targeted at specific populations: children, pregnant women, people with disabilities, and low-income elderly individuals. It does not provide a general coverage pathway for working-age adults without dependents or disabilities, even at very low incomes.
Who qualifies for Wyoming Medicaid?
Wyoming's eligibility groups are more limited than those in expansion states. The key restriction: adults without dependent children and without a qualifying disability have no income-based Medicaid pathway in Wyoming.
- Children ages 0–5: at or below 154% FPL
- Children ages 6–18: at or below 133% FPL
- Pregnant women: at or below 154% FPL (12 months postpartum coverage)
- Parents and caretaker relatives: limited Family Care income guidelines
- Aged, blind, or disabled individuals: separate financial eligibility rules
- SSI recipients: automatically eligible
- Former foster care youth through age 26
- Emergency-only Medicaid for non-citizens meeting other criteria

The Wyoming coverage gap
Wyoming's decision not to expand Medicaid creates a coverage gap documented by KFF and MACPAC. Wyoming adults without dependent children who earn below the ACA marketplace subsidy threshold (100% FPL) are ineligible for both Medicaid (no expansion) and marketplace subsidies (subsidies start at 100% FPL). They face uninsured status with no subsidized coverage option.
Wyomingites in this gap can look to community health centers (FQHCs), which provide sliding-scale primary care regardless of insurance status. The Wyoming Primary Care Association (wypca.org) maintains a list of FQHC sites across the state. Some Wyoming residents in the gap also access care through the Indian Health Service if they are eligible as members of federally recognized tribes.

What does Wyoming Medicaid cover?
Medicaid covers a broad range of health services. Federal law mandates certain benefits — inpatient and outpatient hospital care, physician services, lab work, X-rays, and nursing facility services, among others. States add optional services on top of those. Dental, vision, and long-term home care coverage vary by state.
