Illinois Medicaid Eligibility Requirements - Non Income
Must be a U.S. citizen or qualified alien and live in Illinois. Non-citizens may be eligible for coverage of medical emergencies, including the birth of a child. Before Medicaid may be authorized, applicants must provide proof from a medical professional stating the treatment was due to an emergency condition.
